My guess is that Andrew Horne made that flier look that way because of inexperience, not through planning. He seems like a nice guy who just hasn't done any of this before. That's just a guess, but my impression does at least come from some conversations I've had with him (general ones some time ago, not about this flier). If he runs for something again he will at least have learned some things about campaigning.
Violating federal election law and then shrugging your shoulders about it isn't a good look for a Congressional candidate trying to unseat a corrupt Congressman.
